A class 4 planet is often so highly populated that primary industry is rare or even non-existent, and a complex and highly-developed technological infrastructure is necessary to distribute the available resources. A [[:Category: Class 3 planets|class 3 planet]] is usually promoted to class 4 when all major bodies in the system are settled, and it is possible to travel between them without the use of [[:Category: Spacecraft|spacecraft]].

Every planetary body and habitable moon will have its own orbital ring, a group of [[line stations]] and other satellites connected by lengths of [[downline]] to form a stationary ring or sphere of habitable segments, a kind of city in the sky. There will also be large loops of [[downline]] on each planet's orbital path, which the rock moves along. These allow [[elevators]] to be used for all intra-system travel.

As the population grows still further, satellites and [[habitation module]]s may be strung along these world rings, although this kind of intensive development will quickly use up any excess rock and metal in the system's planets and asteroids. Once these constructions reach a certain density (allowing populations in the hundreds of billions), the planet may be promoted to [[:Category: Class 5 planets|class 5]].
