The so-called RIP law deals with the provision of legal identities for those citizens of [[Magellan]] who for whatever reason have no previous record on the government's databases.

Any person whose biometric scans don't match an existing record when they come into contact with the authorities for any reason is now issued a "Blank Card".

This ID has a code-number appended to the person's linear name, such as "Smith MGN-04-226". This indicates the city hall where the card was registered (MGN=Magellan city hall, 04 indicates [[Downline]] 4), as well as this example being the 226th blank "Smith" added to the database. Immigrants from other worlds whose ID can't be transferred get a world-identifier code instead of MGN. People with no family name get the name "Blank".

This has led to the currently rising [[Digitalist]] subculture, in which it is fashionable to have a low number, and names are virtually unused.
