A Federal Freight Shuttle, the Arclight's last voyage was carrying construction materials for the
Burningham housing development on Magellan when the pilot found their launch obstructed by the construction scaffold for the then-new Tunnel to the East. The captain decided to give the crew a vacation for the two weeks it would take for the scaffold to be removed, and meanwhile use the ship's 4 tugs to help with the building work, and make a little profit on the side. However, 2 weeks later, it turned out that the construction of Burningham had managed to get ahead of schedule, and it would take a much more skilled pilot to get the Arclight out without their exhaust damaging the new towers. It took Captain Riggs nearly 3 months of travelling the planet to find a class-A pilot willing to take the job; annd he returned to his ship only to find that another skyscraper, this time Tower to the north of the ship's landing ground, had extended out by hanging massive prefab blocks off the side of an existing tower. With Addreall above them, Burningham across the tunnel to the East, and the historical Business Precinct to the south, the freighter couldn't possibly leave, and eventually became a part of the city, linked in by permenant bridges, power and water conduits.

The ship is now considered a normal city district; it is ruled by a pilot (who counts as a mayor under planetary law), although it still maintains that a ship is sovereign territory, requiring residents to abide by both Magellan and Federal laws.
