On Magellan, a Blank is a person issued with an identification number in place of a name, under the terms of the Registration of Indigenous Persons Act or related legislation. This can also mean a person who cannot be linked to an identity record in the government's central databases.
In some cases, a blank may actually have the surname "Blank" instead of a linear or family name.
