The Service is a society of scientists and researchers brought together by their respect for the church. Although it is never explicitly stated, many believe that the Service is responsible for the use of devices which allow promising scientists (and more than one famous genius) to be brainwashed during confession before their admittance to the society.
Some inventions created by the society are held in secret, to be used only by the church in order to increase its political power. Most, however, are released to the public in some form. However, the theories and scientific principles behind these creations are released only to other members of the Society, meaning that outside scientists are at a significant disadvantage when it comes to improving the technology.
The first major invention released by the society was the jump drive, which directly led to both the colonisation of the known universe, and the church's apparently unshakeable hold on political power.
