The official ruling body of the Vermendanyan Empire. The Council consists of one representative elected "Highest Vermen", and one "Closest King" (most representative of the planet's people) from each Imperial world, plus the Triumvirate, three senior judges from Vermendanyan itself, who deal with the laws and procedures for running the Council.
