A planet-wide city, covering the ice giant formerly known as Celcorventri.
Made rich by the planet's mineral wealth (now exhausted), the government invested wisely over the course of several millennia, and was able to create a stable system with minimal exports. The planet now survives with greater than 90% unemployment, its food imports mainly funded by the interest on loans to newly-settled class 0 planets.
As a result of its generous benefits for the unemployed, Calibrate society has been massively swollen by the arrival of anyone with even a remote claim on having a right to live there.
