A Class R planet is a scattered world which has physical infrastructure (such as elevators or downline bridges) connecting all the inhabited asteroids, but doesn't yet have the data and/or power systems necessary for elevation to class 3.
Because of the different requirements on such a system, a scattered world's progression through infrastructure classes usually goes 0→R→3→4.
