In the TQ world, the Catholic church is commonly regarded as the most powerful organisation in the universe. As the only organisation with access to reliable interstellar travel (in the form of [[temple ship]]s), any government whose laws didn't conform to the church's moral standards would find it very difficult to organise trade with other worlds. Over the past few millennia, this status-quo has been regarded as 'normal' for so long that most people consider the church's views on morality to be absolute, an undebatable judgement of what is right or wrong.
