A class 3 planet is usually promoted to class 4 when all major bodies in the system are settled, and it is possible to travel between them without the use of spacecraft.
Every planetary body and habitable moon will have its own orbital ring, a group of line stations and other satellites connected by lengths of downline to form a stationary ring or sphere of habitable segments, a kind of city in the sky. There will also be large loops of downline on each planet's orbital path, which the rock moves along. These allow elevators to be used for all intra-system travel.
As the population grows still further, satellites and habitation modules may be strung along these world rings, although this kind of intensive development will quickly use up any excess rock and metal in the system's planets and asteroids.
