Instituted in <date>904</date> by the Federal Council on Trade, as a way to prevent the spread of dangerous diseases between worlds within the Federation. Originally, anyone travelling between member worlds was required to have a certain set of vaccinations. Once the FCT raised a sufficient level of funding, the vaccination panel was also offered to all residents of level 5+ worlds, where disease could be the biggest threat, and became mandatory for children on those worlds. Lower-class planets within the Federation came to be included in successive years, until every Federal citizen is now vaccinated against a panel of 198 high-risk diseases at the ages of 7, 14 or 16 (depending on the safety of each vaccine).

Many non-federal worlds have also adopted the panel in recent years; the FCT subsidies towards the development of the vaccines have meant that the bundle is quite cost effective for other governments to buy in bulk, allowing drug companies within the Federation to effectively undercut the price of immunising against even a small number of the included diseases separately.
