A region of Callifrey occupied by Warder Collings and his extended family. Starting in <date>888</date>, Collings attempted to claim the largest possible slice of the asteroid belt. Callifrey law prohibits anyone from claiming more land than they can effectively use; but Collings found a way around this by paying a number of cousins to patrol and claim different parts of his "Estate".

The area now consists of more than a hundred separate rocks, including many salvaged cruisers and bubble tents, arranged in a regular octahedral grid with old vertical trains running along pillars between them. This mansion is the only structure of its kind in the belt, achieved by both scrupulous salvage practises, and careful use of a small off-world fortune. The area is now ruled by Warder, who styles himself as the King of Garrulian, and a dozen cousins, 11 children (by 4 wives, all now deceased) and innumerable grandchildren. They make significant profits from refitting ships that drift into their space and selling them back to Callifrey Secondor customers through a company known as Honest Tony's. This gives Warder's family money to buy more luxuries than most Callifreyans, and they have been known to be extremely aggressive towards neighbours who claim too great a portion of the passing rubbish.

The name is believed to be a mis-spelling of Cerulean, a colour which most older parts of the mansion approximate.
