Excommunicate

The ultimate sanction for governments who oppose the church in some way. An excommunicated world is no longer visited by temple ships, and is officially categorized as a Class E planet. To date, this sanction has never been implemented for more than 3 months; as separation from the rest of the universe (as well as the will of all church-fearing citizens) is considered enough of a threat to change any abhorrent policy.
