Retropirate

Retropirates are a type of space pirates who live by stealing what most people wouldn't consider worth stealing; they may take whole ships which they can scrap, or assemble their own by 'salvaging' other people's spare parts. This is illegal in many places, but on worlds like Callifrey the law contains a formal validation of their "you get what you can grab" mentality.
