Swales Koenig

A former member of Magellan's Department for Interdivisional Crime Observation, Koenig was placed in charge of the doomed anti-drugs initiative Operation Valhalla. It was reported by newspapers that he briefed officers raiding a certain warehouse to "do whatever it takes to get the cop-killing desus in jail". When the herbs these men were trading turned out to be legal Menthyl Weed, there was a public outcry about this level of police brutality.

However, unwilling to lose such a valuable asset, the department instead decided to lay blame on Koenig's partner, Dillon Evans. Koenig could not accept his friend being blamed for what he saw as his mistake, and committed suicide on the day of Evans's formal hearing.
