Technically, Cellevibe should be a class 4 planet based on its level of infrastructure. However, it has been held back for the same reason it was refused membership of the Federation of Known Worlds: extremely liberal weapon laws, which mean someone can never be arrested for simply carrying a weapon, regardless of the circumstances.
The most extreme case in law is of "Gentleman W" (his anonymity guaranteed after his case was thrown out of court), who walked into a crowded bank with 16 pounds of demolition explosives strapped to his body. He was arrested, but then found not to have committed any crime on the basis of security footage which clearly did not show him demanding money or making an explicit threat.
