Class 2 planets are considered the minimum level of technology to support a stable technological society. This is the most common class of world at present, with 152 registered planets out of the 333 settled worlds. Some of these have only recently emerged from the primative age of Class 0/1, and are aiming to reach higher technological status. However, many class 2 worlds are inhabited by those who prefer a less stressful semi-rural lifestyle, and their governments are not currently pushing for advancement.

A class 1 planet can be raised to Class 2 upon the installation of one or more permanent downlines, with a permenant port at the line station and elevators for lifting cargo. Promotion to Class 3 generally requires substantial artificial settlement, orbital construction, and possibly a global mass-transit system.
