The registrar is a corporation established around <date>1500</date>. Their aim was to impose their own authority on the naming of new planets. They would charge inhabitants of a newly-settled world a large fee to provide an appropriate and Church-sanctioned name for the planet.
Although a lot of the advertising literature the company produced suggested that they were affiliated with the church, this was not actually the case; as part of their services they registered as an agent of the planetary government in order to submit their chosen name to the Grand Synod of Celestial Nomenclature.
