Weird and often incomprehensible shadowtalk idiom. Synonym for External use only when describing the United Celtic Fringe government policy which forces public computers within the Fringe to have Neoceltic Alphabet keyboards (which require users to press the combo [Meta]+[Alt]+[k] to type the foreign letter 'x'). A policy almost universally regarded by visitors as rather short-sighted.

Also used as an interjection to express displeasure about the interminable 'define your terms' arguments which seem to plague certain shadownets.
