Class 3 is the classification of planets with a substantial technological infrastructure, above average for a settled world. There is no single fixed criterion for a planet to be changed from class 2, but a planet of this class normally has a significantly developed infrastructure for both communications and transport.
These worlds normally have a mass transit system capable of reaching all inhabited surface areas, multiple line stations for every rock, and a system-wide data network with redundant interspace relay satellites.
This is also often the stage at which a planet's own agriculture can no longer support its population, and food becomes a major import in exchange for advanced technological or scientific goods.
Most planets at this stage of technological development are stable, and will not raise to class 4 until the increase in population requires such a change. However, there are some actively planning the necessary upgrades even decades before it becomes strictly necessary.
